He is very knowledgeable about the Martinsburg area, especially downtown, having had a printing business on South Queen Street for 26 years and having lived downtown for many years. He is the owner of one of the finest and most culturally important historic mansions in the Northern Shenandoah Valley, Aspen Hall, located on Boyd Avenue in Martinsburg.

He is well known and widely respected in the community as a result of his many years in business and memberships in such organizations as The Rotary Club of Martinsburg, the Tri-State Business Network, Main Street Martinsburg, and the Martinsburg-Berkeley County Chamber of Commerce. He is on the board of the George Washington Heritage Trail and believes strongly in historic preservation.

He volunteers regularly for the United Way Day of Caring and for various Rotary and Main Street projects and events.
Charlie is the proud father of three fine children and two lovely granddaughters.

His diverse background and life experiences make Charlie a well rounded person. He was born and raised in New Jersey but has lived in West Virginia since 1970. He has a B.S. Degree from Mount St. Mary's University and his work experience includes being a process control engineer for Union Carbide and 3M Companies.

He is a proud veteran of the United States Navy, having served as an officer during the Vietnam era.
