In 1999, a diverse group of ministers, medical professionals and business professionals established Billy T. Cattan Recovery Outreach, as a 501(c) (3) not-for-profit organization. These individuals had a common passion to address the lack of faith-based chemical dependency counseling services in the Victoria area. The ministry was named in memory of Billy T. Cattan who helped addicts and alcoholics attain and maintain sobriety during his life after his recovery. In February 2002 the organization secured state funding to beginning providing chemical dependency treatment to individuals in Victoria and surrounding counties. Today, our organization provides researched-based outpatient treatment services based on 12-Step principles for adults seeking a lifestyle free from alcohol and drugs.
Our treatment program has the flexibility and focus to address whatever stage of recovery patients are in.
We also offer Substance Abuse Professional (SAP) Services to employees who have violated The United States Department of Transportation (DOT) regulation – 49 CFR Part 40 (drug and alcohol regulation) and make recommendations concerning education, treatment and follow-up testing.
