Harriman Utility Board, Inc. operates as a non-profit corporation, authorized by the 1935 General Revenue Bond Act of Tennessee. The Board is governed by a 5-person Board of Directors, with the daily operation under the control of a General Manager and an Assistant Manager.
Harriman Utility Board operates an electric, water, sewer, and gas department. The Board has a staff of over 70 employees, operates 47 vehicles and serves 20,000 accounts in Harriman and portions of Roane and Morgan Counties. The electric department accounts for over 54% of the customer count, the water department is next with 17%, sewer serves 17% with the gas department providing the remaining 12%.
The Board began business on August 16, 1939, when it used the proceeds of a City of Harriman bond issue to purchase the properties of the Tennessee Electric Power Company. March 11, 1943 saw the Board’s name changed from the Harriman Power Board to Harriman Utility Board, Inc. This was accomplished by an act of the Tennessee Legislature. This act also provided the Board with the authority to operate a city water department. The City’s sanitary sewer system was placed under the Board’s operation in 1949. The Gas Department was added in 1951.
Harriman Utility Board, Inc. is operated separately from the other business of the City of Harriman. The Utility is solely responsible for its own obligations. Operations are in accordance with Federal Power Commission procedure for electric, gas, water and sanitary utility operations, the requirements of the City of Harriman bond resolution and of the wholesale operations.
