It means both ice rinks are open for skating, and two tunnels joining them are open to skate through. So the four rinks are joined in one loop, about one-fifth of a mile, the length of an Olympic speed-skating track.
The four rinks are not always connected, because hockey games and skating classes use them separately. But when the schedule is clear for public skating on all 4 rinks simultaneously, it becomes a CooLLoop Session, and it's the only place on earth where you can skate on 4 connected rinks!
