R3SM was founded by the United Way of Southeast Mississippi as a long-term disaster relief program during the aftermath of Hurricane Katrina in 2005. R3SM shifted its scope in 2014 to include chronic poverty relief, substandard housing recovery beyond disaster areas, and healthful lifestyle initiatives in order to provide a more sustainable program model.
