Harbel Prevention and Recovery Center

HARBEL Prevention and Recovery Center is a non-profit, state certified outpatient substance abuse treatment program which has been providing services to Baltimore residents for almost forty years. It is our mission to reduce or eliminate the harm that can be caused by substance abuse through the provision of high quality and effective services. HARBEL provides individual and group counseling related to substance abuse issues for adults and adolescents. Our adult substance abuse treatment program includes specialized tracks for DUI/DWI offenders, women with trauma, men with domestic violence offenses who also have substance abuse problems, persons with criminal justice involvement, and relapse prevention. Our adolescent substance abuse program has staff whom are dedicated to working with the unique issues of teens and young adults. Although we do not provide medication directly, we do work with people who are being prescribed medications to support their recovery. Our program services are focused on providing counseling to those struggling with drug/alcohol related issues.
We primarily provide outpatient substance abuse treatment to Baltimore City and Baltimore County residents. We accept Medicaid and some private insurance is accepted, coverage for treatment will vary by insurance. We also receive grant funds to serve uninsured Baltimore City residents.
We are located in Northeast Baltimore at 5807 Harford Road, and are accessible on the number 19 bus. We also have free parking available. We are open six days a week and are able to work with clients who need day, evening, and/or weekend appointments.
Our services are confidential; information regarding anyone receiving services from us is only able to be shared if the person receiving services signs a written consent for us to share information.
