IRS Certified Volunteers provide free basic tax preparation help for low to moderate income people, people with disabilities, the elderly and those with limited English language ability. The Earned Income Tax Credit (EITC) defines income levels. The IRS started the VITA Program as a result of the Tax Reform Act of 1969 to increase taxpayer education.

HRA’s VITA Program is unique in Connecticut
The North Oak Community Center is the largest VITA site in the state, preparing over 2,000 tax returns annually.
It's VITA Youth Program is the only one of its kind in the state - recruiting and certifying over 30 young adults each year.
The Human Resources Agency of New Britain, Inc. (HRA) launched New Britain’s VITA Program in 2004 as an outgrowth of the New Britain Asset Building Coalition (NBABC). NBABC’s goal is to increase the awareness and use of the Earned Income Tax Credit (EITC).

Under HRA’s leadership, VITA has grown each year – since 2004 staff and volunteers have prepared a total of 21,049 Federal Tax Returns. These refunds have returned $32,254,276 to the greater New Britain community. The VITA Program is part of HRA’s Foundations for Financial Independence Program.

2014 was a banner year - VITA volunteers and staff prepared tax returns for 4,653 taxpayers – the most in any year to date. These refunds returned $7,373,554 to the greater New Britain, Meriden, Bristol and Hamden communities.

VITA income tax assistance also saves low to moderate people money. The average fee for tax preparation is about $150. In 2014, VITA saved taxpayers $697,950.
