1960 – 1964 Lillie R. Rice, member of a pioneer Colville family, spent the last years of her life in Walla Walla with her daughter, Mrs. Jess Webb. Mrs. Webb was largely responsible for organizing an activity center here in 1960 and serving as its volunteer director for four years. Mrs. Rice, a staunch friend of persons with handicap conditions, worked tirelessly on their behalf despite illness and invalidism. Mrs. Rice’s name was given to the organization as a tribute to the memory of a gallant woman, sharing with her daughter a singular dedication to the welfare of disabled children and adults.
1966 Formal incorporation as a private non-profit agency.
