Manhattan CB11 is a local government agency of the City of New York encompassing the neighborhood of East Harlem/El Barrio, an area between 96th and 142nd Streets, from Fifth Avenue to the East River, including Marcus Garvey Park, as well as Randall's and Ward's Islands.

Like all other community boards, CB11 is mandated by the City Charter of the City of New York and is responsible for participating in long-term community planning, Uniform Land Use Review Procedure (ULURP); reviewing applications for liquor licenses, sidewalk cafes, street fairs, and street closings; assessing community needs in the City budget; ensuring the proper delivery of municipal services; and advocating for the welfare of the community district and its residents.

The Board consists of up to 50 volunteer members who are appointed by the Manhattan Borough President, 25 of whom are selected on the recommendation of the City Council Members representing our District. Board members serve for staggered terms of two years; one-half of the membership is appointed each year. All of CB11's Board Members live, work or have a significant interest in the District and were appointed based on their qualifications and the needs of the Board.
