The Mt. View Sanitary District provides high value, quality wastewater collection, treatment, reclamation and related service programs. Founded in 1923, the district now serves approximately 19,000 residents in the Martinez, California area, with about 200 commercial connections, about 900 multi-family residential connections and about 7,500 residential connections. MVSD is considered a special district and collects rates from property owners at the same time that annual property taxes are paid. Sewer service fees are included on the property tax bill as a separate line item.

The district operates and maintains approximately 73 miles of sewer and 4 pumping stations. Approximately 1.25 million gallons per day of effluent is received per day and is put through rigorous standards of treatment. MVSD was the first sewer treatment plant in Northern California to disinfect effluent with ultraviolet (UV) light. By using this method as opposed to chemicals, MVSD has totally eliminated all Acutely Hazard Materials (AHMs) from its treated waste water. These AHMs can be toxic to humans and wildlife. With the elimination of AHMs, MVSD has been able to direct treated effluent into a series of marshes, rather than the most deep-water outfall. MVSD manages 151 acres of marshes including the 21-acre constructed Moorhen Marsh and the 130-acre natural McNabney Marsh.

Through these marshes, MVSD has created an eco-friendly environment for birds, plants, mammals and aquatic invertebrates. The marshes also provide an area for students, birdwatchers, biologists and the general public to observe and learn about these species.
Through partnerships with other agencies, MVSD has advocated for pollution prevention including the proper disposal of hazardous waste materials, keeping fats oils and grease (FOG) out of drains, and keeping trash items and pharmaceutical drugs out of the sewage system.

MVSD transfers this eco-friendly, environmental approach to its own internal operations. The District has elected to participate in the Green Business program and take steps to be environmentally conscious in its operations. In the future, MVSD hopes to continue to expand its green efforts.

MVSD uses its commitment to quality sewage service, marsh habitats and pollution prevention to develop an education campaign for local schools. For more than 17 years, the Wetlands Field Trip Program has educated thousands of students on pollution prevention and wetlands conservation. This program is a partnership between MVSD and the Lindsay Wildlife Museum. MVSD also provides classroom education on pollution prevention and waste water treatment.
