The Hager Civic Engagement Scholars Program will provide an academically challenging environment that allows students to explore areas of interest and engage in various academic, cultural, and civic enrichment activities at the college and in the greater Owensboro community. Students will work with specialized program advisors and faculty mentors to create academic plans that delineate requirements for successful completion of the program.

Students will be required to complete nine credit hours of customized study in an area of interest; a three-year Development of Leadership course (GEN 140) focusing on students' individual leadership philosophies and providing opportunities to develop leadership skills and potential; and a three-hour Independent/Guided Study Project course (HRS 200) featuring a capstone project.

As recent research points to social networking as a significant and expanding influence in cultivating civic engagement, the Hager Scholars Program will utilize online platforms to help students become more community-minded and civically engaged. GEN 140 will feature community leaders as guest lecturers along with online discussions of global, national, and local issues by a designated group of participants including students and faculty from OCTC and other area colleges, interested community members, and local civic leaders.

The Hager Scholars Program will offer scholarships, recognition at OCTC's commencement ceremony, notations of program completion on diplomas and college transcripts, and participation in Phi Theta Kappa, the international honor society for two-year colleges.
