The C. M. Scott Center began in 1972 as the Lafayette County Developmental Center (LCDC) which provided services for severely mentally and physically challenged students. As a satellite program of the present North Mississippi Regional Center, community support was provided by United Way funds. The Oxford School District absorbed LCDC as a response to complying with Public Law 94-142. In 1975, the name was changed to Oxford Child Development Center (OCDC) and moved to the campus of North Mississippi Regional Center. Several years later, College Hill Academy became the facility’s location until a bond issue provided monies for a building to be constructed adjacent to the present Oxford Middle School. Subsequently, the name was changed to Scott Center in honor of C. M Scott, the parent of a student at the center, and the individual who spearheaded the efforts to locate the facility where it stands today.

Today the Scott Center provides services for severely mentally and physically challenged children who live in the Oxford School District and surrounding school districts. These school districts include Holly Springs School District, Marshall County School District, Water Valley School District, and Lafayette County School District. In addition, the Scott Center provides services for school aged children who reside at the North Mississippi Regional Center.
