Bells-Savoy Community Emergency Service was founded in 1979 a non-profit organization, to provide accessible ambulance service to the rural areas of east Grayson County, located in north central Texas. Initially, the service was staffed with volunteers; over the next 20 years, staffing progressed from volunteered to part-time to full-time paid staff. In 2002, the organization was asked by the Grayson County government to expand services to the rural areas of western Grayson County. The organization was renamed Texas Vital Care EMS to reflect the expanded service area. Texas Vital Care now serves a 475 square mile area of rural Grayson and Fannin Counties and responded to over 4900 calls in 2013.
