The Pulse, which was The Hart Beat until the summer of 2008, was a weekly print newspaper covering the community of Hart, a town of a little over 1,000 people located in Castro County in the southwest Panhandle of Texas.

The Hart Beat was begun as a section in The Olton Enterprise in the 1950s. Olton is 14 miles south of Hart, and is in Lamb County. The Hart Beat became a separate paper in 1962. It was sold to the late Mike Wall in 1981.

Wall died an untimely death in 1983, and his widow, Neoma Wall, now Neoma Williams, took over publishing and editorial duties.

Williams learned newspapering through the school of hard knocks. She covers the school board and city council, and the school activities. She takes seriously her job, covering the good things about Hart and not shying away from controversial subjects.

In 2008, Williams was approached by two women from the San Antonio area to purchase the postal permit of The Hart Beat. Those in the newspaper business understand the importance of a postal permit to a newspaper. Williams sold the permit and the name, The Hart Beat, went with the permit. Williams obtained another postal permit for The Pulse and the paper continues.

After 30 years in the business, in January 2014, Williams changed from a weekly print edition to an online newspaper with a monthly print edition.
