Our focus is on the unsheltered homeless population of the world. According to the U. S. Department of Housing and Urban Development, a person is considered part of the unsheltered homeless population when they reside in a place not meant for human habitation. These places could include (among others) cars, parks, abandoned buildings, on the street, sidewalks and tent cities.
