Virginia Cares Fredericksburg

Since 1979, Virginia CARES, Inc., has been the Commonwealth’s only statewide provider of offender reentry services. Our goal is to prevent recidivism by assisting returning citizens in safely and responsibly transitioning from incarceration to a productive, normal life. We operate eleven sites that serve participants in far southwestern Virginia, Tidewater, Southside, Northern Virginia, and many points in between.
Virginia CARES began as a pilot program created and operated by Total Action Against Poverty (TAP), a Roanoke-based Community Action Agency noted for successfully developing many innovative spin-off programs. Following several years of productive operations at TAP, Virginia CARES was awarded the necessary funding to become an independent statewide agency.
Since incorporating, Virginia CARES has been recognized by organizations across the nation, including Public/Private Ventures and the Ford Foundation. Virginia CARES has also been instrumental in assembling all of Virginia’s reentry programs under the PAPIS Coalition of Reentry Service Providers. In addition to these groups, our partners and supporters include the Virginia Department of Criminal Justice Services, the Virginia Department of Corrections, nearly a dozen of Virginia’s Community Action Agencies, and multiple members of local and state governmental agencies and organizations, including heads of parole departments and jails, as well as state representatives.
