Scott grew up in Bennington, Vermont. He is an 8 year veteran of the United States Navy. He graduated High Honors from Marlboro College in 1993. He attended Temple University Law School, where he was managing editor of a law review, a steering committee member of the Student Public Interest Network, and a teacher/mentor in the Temple LEAP program.

While in law school, Scott clerked for the managing partner of the bankruptcy practice at Cozen & O'Connor, where he participated in complex commercial bankruptcy reorganizations.

Mr. Williams joined the Defender Association of Philadelphia in 1998, where he quickly rose to the position of senior trial attorney. His duties included training and mentoring junior attorneys. He also worked with Kairys, Epstein, Messing & Rau, where he focused on complex criminal and civil rights cases. While there, Mr. Williams was involved in cases involving federal RICO charges.

In 2003, Scott joined Rubin, Kidney, Meyer and DeWolfe, where he developed a successful criminal and civil practice. In 2007, Scott started his own law firm, Williams & Gray, where he continued to develop his expertise in civil litigation and administrative proceedings.

Mr. Williams has been an adjunct professor of Criminal Law at Norwich University. He has also served as an administrative law judge for the Vermont Agency of Education.

Mr. Williams' practice concentrates on client counseling and litigation involving a wide range of issues, from contract disputes to criminal law. He has substantial experience in arbitration, mediation, and trial representation in both state and federal courts in Vermont and Pennsylvania. He has arbitrated, mediated, and litigated across a range of subject matters.
