Winchester is one of Riverside County's oldest towns, one with a rich history punctuated by more-than-century-old structures such as a school, church and museum. It is a rural agricultural community with a town of about 2,000 residents.
The new Winchester Municipal Advisory Council, formed in 2010, has a territory covering more than 30 square miles, roughly the size of Temecula. It is bounded by Highway 74 on the north; Briggs Road, or Menifee's city limits, on the west; Scott Road on the south; and California Avenue on the east.
